The City of Vandalia uses a smart tool called COPA – Cost of Power Adjustment to manage electric costs ⚡
Instead of raising base electric rates when energy prices fluctuate, Vandalia applies COPA to reflect changes in the actual cost of purchasing power. This means:
✅ No permanent rate hikes
✅ Fair pricing based on real market conditions
✅ More transparency in your monthly bill
📌 COPA has always been part of your electric rate, but with our new billing software, it’s now listed separately so you can see exactly what you're paying for. On your bill, look for the code CO—that’s your Cost of Power Adjustment.
🧾 We know this new billing format is a little different from what we're all used to, and it may take some time to get familiar with. But it’s designed to give you more clarity and control over your energy costs.
If you have questions, feel free to reach out to City Hall—we’re happy to help!

This celebration of the Constitution was started by the Daughters of the American Revolution. In 1955, DAR petitioned Congress to set aside September 17-23 annually to be dedicated for the observance of Constitution Week. The resolution was later adopted by the U.S. Congress and signed into public law on August 2, 1956, by President Dwight D. Eisenhower.
The DAR has also erected a structure that is built in tribute to the Constitution of the United States. DAR Constitution Hall, which is a performing arts center, opened in 1929.
The aims of the Constitution Week celebration are to:
Emphasize citizens' responsibilities for protecting and defending the Constitution.
Inform people that the Constitution is the basis for America's great heritage and the foundation for our way of life.
Encourage the study of the historical events which led to the framing of the Constitution in September 1787.
Constitution Week is a great time to learn more about this important document and celebrate the freedoms it gave us. Get involved by encouraging young people to sign the Constitution Week Proclamation Pledge and ask your local community officials to issue a proclamation about the Constitution. Sample Constitution Week proclamations.
Bells Across America is an annual celebration of the signing of the U.S. Constitution. Participants gather to ring bells, much as the church bells of Philadelphia rang out when the U.S. Constitution was first signed at 4 pm on September 17, 1787. Consider organizing a group to ring bells on September 17th for 1 minute at 4:00 EDT to herald the beginning of this commemorative week.

We’ve received several calls about emails from Invoice Cloud regarding a remaining balance on Milsoft/Daffron accounts. If you’ve received one of these emails, please disregard it.
✅ The City of Vandalia officially switched to our new billing software, Edmunds, last week. Because of this transition, Invoice Cloud may mistakenly show a balance due—but no action is needed and you do not need to make a payment through that system.
We appreciate your patience as we complete this transition. If you have any questions, feel free to contact City Hall directly. Thank you for your understanding!
